The 10th China International New Energy Summit Forum Opens in Beijing.

On April 20, 2016, the "10th China International Summit on New Energy and the 10th Anniversary Celebration of the All-China Federation of Industry and Commerce New Energy Chamber of Commerce" was grandly opened at the Beijing National Convention Center. The theme of this year's summit is "Celebrating a Decade of Glory and Discussing Innovative Growth," and the event is organized by the All-China Federation of Industry and Commerce New Energy Chamber of Commerce. The opening ceremony of the summit was chaired by Hu Rongzhu, Vice President of Tongwei Group, and Li Hejun, President of the All-China Federation of Industry and Commerce New Energy Chamber of Commerce, delivered a speech on behalf of the organizing unit. Representatives from relevant government departments and organizations—including the All-China Federation of Industry and Commerce, the Research Office of the State Council, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Commerce, and the National Energy Administration—as well as representatives from international organizations such as the United Nations Industrial Development Organization and the Environmental Defense Fund, attended the summit.

Li Hejun, Chairman of the New Energy Chamber of Commerce of the All-China Federation of Industry and Commerce, delivered a speech on behalf of the organizing body. Leaders and representatives from relevant ministries and commissions—including the All-China Federation of Industry and Commerce, the Research Office of the State Council, the Ministry of Science and Technology, the Ministry of Industry and Information Technology, the Ministry of Commerce, and the National Energy Administration—as well as experts and scholars from organizations such as the United Nations Industrial Development Organization and the Environmental Defense Fund, spoke at the ceremony one after another. The opening ceremony also included a celebration marking the 10th anniversary of the Chamber of Commerce and the award presentation ceremony for the "China New Energy Award."
Director Fan Bi of the State Council Research Office stated that this year marks the 10th anniversary of the promulgation of the Renewable Energy Law of the People’s Republic of China and also the inaugural year of the 13th Five-Year Plan. Over the past decade, China’s installed wind power capacity has reached one-quarter of the global total; however, many challenges remain, including wind and solar power curtailment and inadequate local subsidies. To address these issues, on the one hand, the state needs to provide strong policy support and accelerate the implementation of relevant regulations. On the other hand, breakthroughs in technologies related to the new energy industry must be achieved at an early date to reduce application costs, enabling the new energy industry to compete effectively with traditional energy industries.
Wang Weiwei, Director of the Electronic Fundamentals Division of the Electronic Information Department of the Ministry of Industry and Information Technology (MIIT), stated that the MIIT will next focus on promoting technological innovation, reducing the costs of new energy sources, and effectively regulating the order of industrial development to drive the growth of the new-energy industry.
Liu Danyang, Deputy Director of the Trade Remedies Investigation Bureau of the Ministry of Commerce, stated that international trade frictions pose challenges to China’s new energy industries, particularly the photovoltaic sector. In responding to these trade frictions, the Ministry of Commerce is actively safeguarding the interests of China’s photovoltaic industry abroad, minimizing the negative impact of trade disputes on enterprises, and doing its utmost to create favorable conditions for China’s photovoltaic industry to emerge from its current “low point.”
Liang Zhipeng, Deputy Director of the New Energy and Renewable Energy Department of the National Energy Administration, stated that the energy transition has become an inevitable trend. According to the country’s energy strategic plan, following the development during the 13th Five-Year Plan period, China’s energy structure will gradually undergo transformation. The current challenge lies in the relatively high costs of renewable energy; addressing this cost issue must be a priority during the 13th Five-Year Plan period. He believes that power sector reform is the “key link” for the development of the new energy industry and that power sector reform must be implemented in greater depth.
Ai Feng, supervisor of the New Energy Chamber of Commerce, suggests that new energy enterprises should work closely with the government to vigorously promote microgrids. He believes that at this stage, the “bottleneck” technology in the new energy industry is not power generation itself, but rather energy storage. Until there’s a fundamental breakthrough in energy-storage technology, it’s crucial to accelerate the development of microgrids to smooth out peak and valley demand and use distributed energy sources to address the issues of wind and solar power curtailment.
This year’s forum will last two days and include an opening keynote forum, an international cooperation forum, and a series of specialized forums covering topics such as new-energy vehicles, low-carbon emission reduction, and thin-film power generation. It will also feature sessions like the Photovoltaic Leaders’ Dialogue and the APEC Seminar on Building Integrated Photovoltaics.
