Why adopt an EPS power supply instead of a UPS power supply, a diesel generator, or a second power feed?

To strengthen the implementation of the Fire Protection Law, on July 25, 2000, the Ministry of Public Security issued a notice titled “On Matters Relating to the Implementation of the National Standard ‘Fire Emergency Lighting Fixtures’,” requiring that all fire emergency lighting fixtures manufactured by provinces starting from January 1, 2001, must comply with the national standard GB17945 “Fire Emergency Lighting Fixtures.” This standard provides clear specifications for the emergency power supplies used in fire emergency lighting, specifying that such power supplies are an integral part of fire emergency lighting fixtures and must meet the aforementioned national standard. Furthermore, products classified as fire-fighting equipment must pass inspection and certification by the National Center for Supervision and Inspection of Fire-Electronic Product Quality before they can be manufactured and sold.
To strengthen the regulation of fire-fighting products, the Ministry of Public Security issued the “Notice on Implementing a Type-Approval Management System for Certain Fire-Fighting Products” on June 28, 2001. Fire emergency lighting fixtures were included in the first batch of products subject to the type-approval system. The notice stipulates that products listed in the catalog may not be manufactured, sold, or used unless they have obtained a type-approval certificate and comply with the applicable approval standards as of January 1, 2003.
To this end, many domestic manufacturers of specialized power supplies for fire emergency lighting have been applying to the China Fire Product Certification Committee for type approval of their power supply products. Currently, electrical designers at design institutes across the country generally select power supplies from the aforementioned manufacturers in accordance with the above-mentioned requirements. Likewise, local fire departments are conducting fire safety inspections based on these same documents, and any project failing to meet the specified requirements will be rejected outright. Instances of non-compliance with these requirements include the following: First, buildings that should be equipped with fire emergency lighting systems lack such systems altogether; second, UPS power supplies are used as substitutes for fire emergency lighting power supplies; third, diesel generators are employed in place of dedicated emergency lighting power supplies; and fourth, a secondary power source is utilized as a substitute. All of these alternative power sources fail to meet the national standard GB17945 and thus cannot pass fire safety inspections, rendering the facilities ineligible to open for business. As a result, building owners have been forced to re-install emergency power supplies (EPS) specifically designed for fire emergency lighting.
Another important reason for adopting EPS power supplies as emergency lighting sources is that, according to the GB17945 standard, the standby time for fire emergency lighting has been set at 90 minutes—rather than the previous durations of 20, 40, or 60 minutes. The rationale behind this change is that fire emergency lighting serves not only to help people inside a building evacuate safely in the event of a fire, but also to provide illumination for firefighters during rescue operations. Consequently, failure to meet the 90-minute standby requirement would mean the system does not comply with the standard and would not pass fire safety inspection. Fire departments across the country strictly adhere to this standard during acceptance testing.
For fire-fighting and emergency lighting power supplies, only those that have undergone national supervision and inspection for the quality of fire-fighting electronic products, comply with the GB17945 standard, hold a type approval certificate issued by the China Fire Product Certification Committee, and bear the type approval mark may be used. All other products are strictly prohibited from use.
